• Mining Rights and Initial Application
T.C., who is qualified to use mineral rights, civil rights. citizens, companies with legal personality established in accordance with the laws of the Republic of Turkey, state economic enterprises and enterprises, subsidiaries and affiliates and other public institutions, organizations and administrations authorized in this regard.
As Akcevevre, the risks are determined by making evaluations in terms of legislation regarding the area to be applied for, and the solutions for these risks are presented to the investor.
• Mineral Exploration Project and Preliminary Investigation Report
After the first application, the Mineral Exploration Project and Preliminary Investigation Report must be submitted within 2 months regarding the area awarded. According to the Mining Law, Mineral Exploration Project and Preliminary Investigation Report are defined as follows and must be prepared by YTK.
Mineral Exploration Project: The project that includes the exploration activities to be carried out during the exploration period and the investment information and financial adequacy for the realization of these activities in order to find a mineral deposit that can be operated economically within a deadline plan in the exploration license area.
Preliminary Investigation Report: The reasons for choosing the target site, the reasons and the mine/mines to be searched are stated; its report containing comments and evaluations prepared in line with the available information.
• Search Activity Reports
Search activity period; It consists of preliminary search, general search, detailed search and, if appropriate, feasibility periods, respectively.
Exploration license holders are required to prepare an activity report on the completion of the minimum activities and investment expenditure for each exploration period and submit it to the General Directorate in due time.
1- Pre-Exploration Period: The one-year period from the date of issuance of the exploration license is the pre-exploration period. During the preliminary search period; Systematic search methods specified in the preliminary examination report can be applied. Search methods; It covers outcrop identification and sampling, geological mapping, geochemistry and geophysics.
2- General Search Period: Starting from the end of the preliminary exploration period, IV. Two years in group mines and one year in other group mines.
This period is the exploration period for the determination of the mine with its general characteristics. The aim is to determine the key geological features of a mineralization or ore deposit so that the resource can be estimated with an acceptable level of reliability in terms of size, shape, structure, grade/quality, and possible economic prospects. The boundaries of the mineralization or mineral deposit and the aforementioned features; It is estimated based on the data obtained by sampling from locations such as outcrops, cuttings and drilling, and by analyzing and testing the samples taken.
3- Detail Search Period: The detailed search period starts from the end of the general search period in IV. The group has been in the mines for four years.
It covers the studies carried out to calculate the amount, density, shape, physical properties, grade/quality and mineral content with a high level of reliability. In this four-year period, in order to reveal the mineral deposit in three dimensions and to make calculations at a high reliability level, it is necessary to carry out exposures, wells, cuts, drilling and gallery works in sufficient number and frequency. Sampling is done in sufficient number and frequency from these places. The boundaries of the mineral deposit and the aforementioned properties are determined based on the data obtained by testing and analyzing the samples, the resource is calculated and the characteristics for the operation of the mineral deposit are also determined.
4- Feasibility Period: IV. Group (b), (c) and (ç) subparagraphs provide the right to a two-year feasibility period after the detailed exploration period, provided that they apply to the General Directorate together with the reason for needing feasibility studies following the detailed exploration period in mineral exploration licenses. It is obligatory to submit the feasibility report until the end of the two-year period.
In order for the feasibility period request to be approved, it is obligatory that the necessary activities have been carried out during the detail search period and the source must have been discovered.
• Mining Operation Project
After the discovery of the mineral assets and the discovery of the reserve during the exploration periods, the operation project including the resource and reserve report should be submitted and the operation period should be started.
I.Group subparagraph (b) and II. The operation project prepared by authorized legal entities under the responsibility of the mining engineer is given to the General Directorate by the license holder, within two months from the deposit of the tender price for group subparagraph (a) and (c) minerals, until the end of the exploration license period for other mineral groups. Along with the project, the documents regarding the financial adequacy required for the implementation of the project and the document showing that the operating license base fee and the operating license fee are deposited to the account of the relevant accounting unit in order to be recorded as income in the general budget must be submitted to the General Directorate. Otherwise, the request is denied.
Mining Operation Project; project general information, production site information, technical aspect of the project and operating method, environmental compatibility plan, financial dimension of the project, etc. should contain information. In the annex of the project; topographic map, geological map and sections, site plan, deadline and restoration plan and existing map should be given.
• Mine Extension Project
In the time extension requests of the licenses; Up to twelve months prior to the expiry date of the license, the operating license base fee is deposited in the budget of the General Directorate to record revenue, the operating project prepared by authorized legal entities under the responsibility of the mining engineer and the registered electronic mail address (KEP) or the corporate electronic notification system ( e-Notification) address must be given to the General Directorate by the license holder.
Mining Extension Project; project general information, production site information, technical aspect of the project and operation method, environmental compatibility plan, financial dimension of the project, etc. should contain information. In the annex of the project; Topographic map, geological map and sections, site plan, term and restoration plan, and current and final state production map should be given.
• Business Activity Report
In the Mining Law; It is defined as a document that shows the financial situation such as production, sales amount and amount, stock and similar information regarding the annual operating activity, total income and the State right accrued, and the form of which is determined by a regulation.
The license holder is obliged to submit the technical documents related to the operation activity carried out in the previous year, the operation activity report and, if searched in the operation area, information about the search, to the General Directorate, until the end of April each year.
Operation activity reports are prepared by YTK and submitted to the General Directorate of Mining and Petroleum Affairs, with the signature of the license holder, via the e-mining system.
• Preparation of Abandonment Report
License owner; After ending the production activities, the necessary safety measures are taken in the field.
